I think you misinterpreted that rule. They were referring to kids who actually use the service, not necessarily the pages about the kids. Like when starting using this COPPA rule earlier this year, banning comments on videos with kids in them and declaring videos made for kids. That what I think they're saying. Why Year by Year?

Not that your idea is terrible, but it is kind of time consuming. So I ask you: Why go year by year with these gallery edits? That takes way too long. I suggest you go straight to the source and go to the Females Over 12 category to do some gallery editing, but go one letter at time so it wouldn't be too lengthy. Because I processed the minors first, who caused trouble by others last years and I want continue this way, so we can go online now by registering in the search engines. BTW, I made you a solo and separate progress report page, mainly just you wouldn't constantly update the front page.
