:I think you misinterpreted that rule. They were referring to kids who actually use the service, not necessarily the pages about the kids. Like when starting using this COPPA rule earlier this year, banning comments on videos with kids in them and declaring videos made for kids. That what I think they're saying. You are welcome to ask them if you like.
